Down in E street near I5 I would sit in the High Ball with a Navy guy and drink a few beers before heading off to my rental. He lived over in Logan Heights area, (gangland) and told me how he'd go sit on his porch facing the street and clean his shotgun while having a pistol next to him. LOL. No one ever hassled him. He had a great dry sense of humor. Favorite thing he would say, "It's a good day to kill something".
Oh, you're talking about that area in San Diego? I drove by a bus stop on I think it was Highland, anyway, close to I805 and at the bus stop loads of women in Hijabs. It's be a good place to post some cartoons mocking Muslims. They have no sense of humor. So yes, same general area and it's packed with Muzzies.
Another central location is Lodi California. Mosques going up all over the place on the outskirts. A gas station I would stop off at after work to get a couple beers had a Muslim guy behind the counter who barely spoke English. I would give him shit about violating his religion by selling me beer. He's respond, "I love America" and I'd tell him, "Don't even think about cutting my head off bro!" Him: "I love America, no, I don't do that" Me: "Hey dude, if shit goes down and anything happens, at least I know where to find you, right?". "I love America". LOL. Sure you do buddy.
Bingo, thats the spots. I doubt I even have to mention National City.... or the revolving door that is San Ysidro.
I learned a lot about the underbelly of those areas because sailors often date foreigners, I no longer condone that practice (tolls paid!).

Dont worry, as soon as the deployments stopped and I came home, the situation coalesced into its natural ending, and I was nearly destroyed but escaped intact to more amenable regions.
