Not always, but it certainly is common.

That's kind of flawed logic, if someone legit cheats you and you call them on it it does not make you a cheater. If you steal from me I will call you on it and that does not make me a thief.
Alternative take:
Insecure women always accuse you of cheating until you put down healthy boundaries that she respects or you kick her out of your life if she cannot respect your boundaries.
My current GF was like that. Insecure as hell, constantly thought I was cheating or going for another gal. Reality? I was the first person she truly loved and she was sacred out of her mind of losing me.
