They are and are common. But people lack discipline. And (((they))) try to entice you with introductory zero interest, airline miles and cash back for spending etc. And while you CAN actually do pretty good with with your rewards progrsms if you pay then off in total every month so no interest accrues, so many people, especially young people, just don't have the discipline.
