Why doesn't Florida have their power lines underground? I know they have a high water table, but that didn't stop Disney from having tunnels under their property, so could they not have all power lines underground and never have to deal with line damage from hurricanes ever again?

Good idea. In my area all new subdivisions are required to run underground utilities.
I noticed in the road washout videos of the NC destruction the underground cables were fully exposed in many of the road and bridge washouts. Florida shouldn't have washouts like that, underground utilities should survive well.
