He certainly used the crowd's enthusiasm for the idea to his advantage knowing full well he would not do anything about it once elected. That speaks volumes about his character. Comey himself said she did break the law but she didn't show intent. He could have pressed for her arrest on that alone because there is precedent for "intent" on the books that would have sealed her fate. He did nothing.
