Highway pavement design is strongly determined by large truck loads and the resulting deflection of the pavement as the trucks rumble by. Cars, in contrast, barely cause a ripple. As I recall it's like 1 large heavy truck load causes the same damage as thousands of car loads - something like that. That's why you have load stations along the freeway, and they never measure cars, only the weight of large trucks.
