I think it's a bit of both. Car's fault but the truck driver should have seen it coming.

More of the blame to the car for slowing down after the trucker started honking. I actually think the car wanted to go to the far right lane, after it was too late.
The truck that had "The End" written on the back was fitting.

If an accident can be avoided, it should be avoided. In this manner, the trucker is theoretically partially in the wrong, but the car is still at fault. However, it can easily be argued that honking your horn should avoid any further incident. With most people, it's easy to imagine why slowing down would be preferred, however with trucks unnecessary braking will only consume more fuel. It can even be argued that the trucker braking could cause traffic disruptions behind him, putting even more at risk.
Even so, the car didn't really slow down (if at all) until he was in front of the truck. It's perfectly reasonable to believe the car would have kept his current speed or accelerated more after merging.
After thinking about it more, and typing it out. Car is 100% at fault.

Im not seeing that exit turning into one lane, no reason the car should have cut them off like that. so not sure why he was honking to begin with

Na good point didn't think before the comment. I have a dodge 3500 and have hauled some heavy shit in a trailer I probably would have fucked up and hit the breaks... aka bad idea... that being said I drive very defensive and give lots of space when I have a trailer so maybe I wouldn't have been in that position
