yes i am clueless until now of if the man was a cartel member. shame on me. if you cut a bill into 3 peices, send them in different shippments, it would take two lost shippments to lose your money. if one shippment was lost, you have 2/3's the bill and a serial number to have it replaced by contacting the treasury.
