They actually dont. Brakes "failing" is always driver error. Either they got them too hot or they weren't adjusted correctly which should be noticed and corrected during pre trip. In the event the air supply fails, the spring brakes will automatically be applied. Trucks and trailers have been required to have this since 97 if I remember right.
