My father used to work for a paper company. They had their own forestry division so they could have essentially free feedstock, planting white pine like a crop. They didn't seem to have many issues getting trees to grow, so you know, maybe the gubbmint should talk to an expert on the situation?

Trees grow where they want to grow. If conditions are right, you can't stop them from growing there. If conditions are wrong, good luck making them grow no matter what steps you take.
