Exactly. Also, women that have their breast(s) removed due to cancer aren't covered for implants because it's considered cosmetic. Same with someone who's had major burn injuries. Or someone that was fat and finally put in the effort to fix themselves can't get skin removal. (If they lost the weight through surgery they can fuck themselves.)
