Small towns, you may have to look into the surrounding towns a bit to find what you are looking for.

I'd suggest trying to take one from the city as a last resort though...

Yes my observations over time have tended to point me at towns within 2 hour drive

2 hours should provide a reasonable range. Unless you live somewhere with low population overall, like SD, or ND or other such places.

Have you thought of a foreign import? You might find a Russian bride from the sticks willing to make a move, or from one of the Nordic countries.

I've looked at Lithuania in particular but it's hard to figure out what's legit and what's not from there

You'll have to fly out there and make a serious effort to meet someone. Maybe find a website that let's you advertise for a bride. Then go meet 3/ 4 after being them down and filtering out the fake ones. Hire an investigator to look into them before you go.
