This doesn't make sense. Do they mean in cities people aren't getting married and having kids? I thought it was normal except in big cities. Most people living around us are married and have kids, literally the whole block is full of kids. It's even more common in the south than it is here. There's no way the number is that low unless the cities with huge populations of single people are lowering it.
