Bare minimum 13, absolutely no younger EVER. That said girls and boys age differently, some girls have curves by 13-14 and some are still underdeveloped by 16+.How soon a girls hips widen and become ready for children can't be guaranteed so the best age minimum is probably about 16, with parents permission, as teenagers need family support to avoid the usual disasters.
