The Us Treasury does not have "protocols". It has "orders" and it has "directives". The list of orders only goes to 180'ish. The list of directives does not contain 6900, and would actually be hyphenated to 69-00.

Any sort of plans would be coming from this council, and would change based on the conditions of the marketplace.
