Germany had banned smoking in all Gov buildings in the 1930s and they pushed hard with health information about the ills of smoking and how it ruins your youth and fitness. You can imagine that Big Tobacco was no fans of this, as people elsewhere would sometimes read about this information elsewhere, like the US, and wonder what the Germans knew that they didnt.
