The only solution is to cancel the program entirely. Anything like SNAP should be something you have to re-apply to weekly (maybe by-weekly) and you should be given a box of goods. Veggies, shelf stable things like dry rice/beans, etc.. Hell Make it at a foodbank / soup kitchen so if you don't know what the fuck you are doing you can have a "class" where you cook food for the needy, get some food (cooked) to take home with you but you use the ingredients you are given in the box so you have no excuse. This way you get community volunteers feeding those in need but also "earning" their box of food while learning how to cook for themselves.
