No way man. We pay to send them back to Africa. Hell give them 30k to go as long as they renounce citizenship and never come back (give a $1k bonus for every single nog they get to go with them capped at like $500k). It will still be cheaper and will make the country so much safer.
We already have enough problems with the reservations. Maybe we should have treated the blacks the same way and put them on a rez. It would have kept their population from exploding and kept them out of most of the country/cities.
