The us gov (even police departments) have systems that can do that. The mental fog/other issues are what is more concerning.

We will probably not ever know what it was but I am betting on some sort of toxin or something. Might not even be intentional but it would make sense for a toxin or some sort of parasite or bacteria to cause those symptoms.
