Hurting people is not always a bad thing, some people deserve to be hurt. If you are referring to "criminals" and such, those are the people who have lost or never achieved connection to God and have not found their purpose in life, or have given up on it. For them all that remains is to seek cheap thrills and intoxication as sort of fulfilment as they wait around to die.
