Then I'd have the media harp on about it constantly, like really, all the fucking time.
Then I'd had really shitty lockdowns come in to place, the type that would be kinda nonsensical and over the top. They would have to be nonsensical for the plan to work.
I'd wait until a large enough segment of the population got pissed off, and then I would release a vaccine, and say it was largely untested, and it would be of limited efficacy, but still have the media and all governmental agencies support it.
This is where the trick comes in.
The vaccine wouldn't be for the first virus, which wasn't deadly at all.
After all, the first virus was for finding out who would follow government orders and get vaccinated.
The vaccine would be for the second virus, the deadly one designed to kill off all those unvaccinated and troublesome malcontents who refused to follow even the most basic of government protocals.
At least, that is how I would do it.
It's hard to predict what strategy the elites are using to further their plan of genocide. They actually have think tanks that are working around the clock for them, devising strategy's to implement their plans which include the 'Kalergi Plan' to get rid of whites, and Agenda 21 which is depopulation of 95% Of The World By 2030. At this point I'd have to say I'm pretty much black pilled in the sense that I just don't see any way that western civilization comes out intact after the deep states end game is implemented.
I don’t think they can eliminate that much of the population. They desire slaves to control and lots of them. Salves provide the labor to fuel their narcissism whether it be building a utopia of 1984 proportions or whatever bizarre fantasy world they want to build.

I wouldn't even bother making the virus, I would just come up with a test that would have a ton of false positives and then have the media pretend that there is a virus.
People without a TV or social media would never know that the coof is a thing, especially if they live in a no-mask-mandate area. There is no physical evidence of it.
Neither China nor the USA has managed to isolate the supposed covid-19.
Don't forget demand that 50+ year old drugs like HCQ will be demonized by the media and big tech.
Think your plan is mostly accurate but the second virus is for the ones vaccinated in round one. When their DNA altered immune system comes into contact with another virus they will experience their own immune systems attacking their bodies.
