He lies. If he is not just a front man, he knows exactly that SARS-CoV-2 is not mutating fast enough to evade immunization. An infection produces maybe 1000 different antibodies, a vaccination maybe 200, and over 100 of them are neutralizing antibodies. The virus can evade some of them by changing its spike protein, but not all at once. The spike protein is highly optimized for humans and cannot change much without losing its magic.
This is proven by the lack of reinfections with SARS-CoV-2 (only some people with a compromized immune system get the virus twice, but not millions of people). There is no comparison with the flu or seasonal viruses that can evade immunization every few months.
