If you read it that is what it's about; the theory is that if you can reduce infant/youth/lifetime mortality poor brown people will stop reproducing so fast and frequently, so instead of shitting out 9 cat turds, of whom 4 or 5 survive, the next generations will go down just as they did in the west. The problem in his thinking here is that he is also going to cure population checks on these people and they will only need more western money to sustain themselves in the interceding 2-3 generations before population growth declines meaningfully if his racially blind theory proves true.

The better solution to global over population and climate change is ending all foreign aid excepting to countries which are civil and on hard luck, so maybe Lithuania and Ukraine, maybe even some aid for military allies in contested regions like japan and korea get some cash, pulling all whites out of africa, banning telescopic philanthropy in the west, meaning that until white civilization solves homelessness and poverty, money cannot leave our country if goods or services of equal value are not rendered into our nations, let africa starve send them no money and deport all blacks back to africa.
