It's not clarity of vision per se. But, what they call it is a "compliance factor" which is a measure of the general population of a country to accept oppression or theft by government without compensation (See the document Secret Weapons for Quiet Wars). In these countries where people aren't blasted with news and smartphone hypnosis nonsense they would be less compliant.

In American and the western countries, if people were able to ditch their smartphones, all mainstream media (news, entertainment, etc), banks, and education they would be more in tuned with nature and less likely to accept this nonsense. The power of these outlets to hypnotize and addict the population to dopamine is far more powerful than people have been led to believe.

My first thought was, "If Tanzania can figure it out..."
