You probably visited archive.md with a blacklisted vpn ip and they've left a tracking cookie in your browser.

Try to visit it in incognito/private mode.

That didn't work either. I tried clearing cookies as well. Must be tied to my IP address some way.

Yeah. Your phone might be using cellular data to connect there.
