tbh, there's no 'justification' to give If there's one upside to a dictatorship it's this one. If cracking down on any given ethnicity fits the mood of the day then that's how it's going to be. Blacks tend to believe that there's now some special eternal divine law preventing any government from acting outright "racist" against them in particular. Flash news it's mostly in the west that those laws have ground, the rest of the world not so much. If need be, many countries in asia can start enacting racist policies against blacks whenever they want. They don't only because they don't deem it worth it (mostly because of diplomatic hassle and because they can rely on other ways to deal with "problems").... You have also a couple of asian countries and arab countries (japan, south korea, tunysia, egypt, even turkey) playing along, but you wouldn't need to scratch much to make them go full ethnic discrimination.
