She's referring to the ire of the public. The unvaccinated are less safe from public rebuke than pedophiles are, i.e. our society is more concerned about the rights of people who fuck kids than they are about the people in this country with a skepticism toward corporate America/Israel dictating sovereignly over our physical bodies.
