A turn signal tells the driver in front of you to go faster so you can't get into his lane.

It signals a desire to change your angular momentum. In cars some people even put their blinkers on while doing it, but I think that’s a bit much.

You're at a stop, waiting to turn left. A car is approaching from the cross traffic and you're waiting for it to pass so that you can turn. At the last second, the other driver turns on their signal and quickly makes the turn to uour street, having delayed their signal as long as possible just the prevent you from turning before they arrive at the intersection. That is a turn signal.
