I feel like they eluded to it when some would have parties and such on the holodeck. You know 100% Reg was banging holo Troi/Bev Crusher. I bet Riker was having some serious orgies and Worf.....that dude had serious pent up sexual energy. I know he would do some dark / sex shit in the holodeck.

Roddenberry seemed like kind of a prude. He wanted this perfect future. So my guess is he explicitly said no sex on the holodeck.

Season 5 episode 26 and season 6 episode 1 - Times arrow... So good. It saddens me what they have done with the franchise, To Fast To TReK and STD. Gotta milk that larger demographic base.

TNG did deal with characters using the holodeck like a drug, and its definitely eluded to that characters probably fuck in there all the time. jordi almost fucked a recreation of the developer of the warp drive when he loaded her program to help him solve some engine problems
