Oh, and we will also look the other way if a gun was used in a crime because we don't want to discourage people from turning them in.

Basically the government will help you launder a dirty gun. It's basically a subsidy on committing violent crime.

Buy gun. Shoot somebody. Receive government rebate on the gun.
