it is the law. The Symington Amendment is very specific.

The US Government can not give foreign aid of any kind to a nation that has nuclear weapons and has not signed the nuclear non-proliferation treaty and allows nuclear weapons inspectors to inspect their nuclear arsenal.

There is no wishy washy lawyer speak, it is clear and concise.
