I'm going to be gracious and suggest maybe part of the issue, for some people, is they don't have one. I know, go get one, BUT...what percentage of people do you believe are capable of mounting or erecting a flagpole?
People call plumbers to install showerheads and unclog drains. They dont have the tools, or the skill to use them. Imagine the average moron having to mount a flagpole to a brick sided house. Hammer drill, masonry bits, the knowledge on how to drill brick. And thats just to make holes, making them line up is a whole additional problem. If you've never done it before it could be intimidating, putting holes in your brick.
Here's an idea that could be interesting. Go around the neighborhood, asking neighbors if theyd like you to mount a flagpole for them. Bring one with you, and tools.
Then you'll identify who are just useless, and who are the enemy.
