It's because pagers are a relic. Sure, geezer doctors will buy one here and there...but you dont get "random non-medical org orders thousands of pagers at once" that often.

It's similar to if NVGs...if a rando buys one, ok maybe some guy's going night hunting. If some rando buys thousands, it's probable they're being diverted to militants.

You are in the western mindset, we are far and away superior to many other places in the world. Yea, to me and you going to Ghetto Bell and getting a Grande Burrito with a DR Pepper is perfectly ordinary, but in some parts of the world that is just fantasy. It is wholly unrealistic that you can drive a car around a building and get a Full Meal Deal and drive away for a few bucks. That's just not how it works.

In some parts of the world pagers are still a normal part of life. It is what it is. In their world NVG's don't even exist, that's some sci fi rich guy shit.
