Yeah, A few grow lights from ebay/amazon. Some wood to make a basic frame, a bit of PVC and a drill with a hole saw. Add in a cheap water pump and a timer for the lights and you basically have that system.
You can make it as large or as small as you want and if you add in a pully system for the lights you can also use it to grow taller plants that you would normally grow outside (like tomatoes).
The given example is just a "well, if you have money to burn and want something turnkey. Here you go".
