Most people, no matter how much of a mutt they have, try to get a rehoming fee. Sometimes it's just to cover initial vet visits/shots. Other times it's just pure greed as they didn't do anything vet/health wise and just want to capitalize off a mistake.
*edit - some also ask for a fee to keep undesirables from getting free dogs. Think niggers training their fighting dogs.
