It was an OPT framework built for telecom, so it does everything, it can do backend, live web, polling, long polling, sockets, backend, graphql, name it, it can do something with it

does it run off of some central phoenix server?

Nope, it runs distributed in whatever you want, based off the BEAM engine and OTP
