I always hire Whites and raise their pay as much as I can, budget be damned. I have worked in other organizations to manage the shitskins out over time.
Another phenomena is that the average managers feel threatened by the excellent. Thus when they hire or promote the average, they create a kind of glass ceiling, which also effects getting hired as well.
