Water or Sand isn't going to work. You have to encapsulate the fire and cool each battery cell to put out these fires. If you're really interested in this stuff you should check out NFPA 18A 7.7. Water could work if you dug a pit and pushed the car in there and filled it with water and left it for a few days. But we don't typically show up on scene with a backhoe!!
