Maybe do an impact analysis and see how it balances out... 15,000 gallons of fresh water + the health impact of standing near the fire × however many firefighters are exposed + getting rid of the carcass... vs toxic chemicals released in the air + getting rid of the carcass.

Hold the auto maker responsible for the cost (of whichever method is more acceptable) every time there's another fire, and I'm pretty sure electric cars in this form will go away.
