No, but I get your point however dumb it is. You think 1500* gallons of water is easier to come by than 150 gallons of sand or however much necessary to cover the battery?

Though they were using more and probably eclipsed 10,000 gallons. Fire hydrants are 500 gallons per minute.

Yes. And they wouldn't be capable of putting out an electrical fire where the source is the fuel is the heat.

Lol ok then the easy solution to electric vehicle fires is to just put them all on a pile and light them on fire. Preferably somewhere in California.
