This Larry guy's response in regards to someone asking about it seems to paint a different picture. I'm not really legally informed though, you seem to at least research it. Any thoughts?

What do you think about us under maritime law, and the 1871 theory?
Leiber code of 1863 and maritime probably ties it all together.
