The public has seen way too many doomsday movies and disaster films. Thats what they associate with "muh apocalypse": planes and helicopters.

Also random military checkpoints (minus the actual papers-please). Why declare martial law, when you can skip the pushback and just have military out and about in public merely appearing to run checkpoints?

Sadly, these two things, but mainly massively ramped up military flights, are all you need to convince the public that something is going down.

Without bombs and explosions, it will appear as real as the Ukraine "war". The illusion will be very thin and will evaporate when no one is actually getting bombed. You can't simulate a war now that there are cameras in the hands of average Joes 24x7. No bombs, no actual war. Just like Ukraine.
