No it isn't and no. "Race war" is as specific as necessary as it's against a singular race, so all against one race is still a war of races - race war.

Absolutely not. That sounds like you'd want to leave White lands and eradicate nonWhites in their lands. That's stupid as fuck, let them be. The age of conquest is over, there are no uncharted lands. The sole exception being the eradication of jews.
