Many of the plants I dealt with for instrumentation I never saw save when I ran across the video of the stacks being brought down.

Everything 'they' want depends on Federal Control. The USA IS a Republic of States and the states CONTROL the power plants. They aren't really forcing anybody here, that's the trick. They're essentially bribing, playing on incentives, subzidizing the desired outcome taxing the alternative. I guess this also could be described as the fedgov getting directly involved in the economy for the benefits of cronies/anybody "willing" to take part of the scheme basically
