Some, yes, agree. But you can find "adequate" ones who are easily worth the 5-1 ratio. Generally you hire Americans to manage them and to write good requirements and specs.
I think I have found 2, but they work onshore and get paid the same as the whites. The ones making pennies are worthless.
I have found a big percentage of the good ones are already here in the US. If they are H1B they usually make a bit less because that is basically glorified indentured servitude.
But you can find good ones still in India though. My best dev team is 100% based in India. A lot of it is because the dev lead is a very solid leader and the rest of the team is fairly experienced. They all make between 20 and 35 lakh which is equivalent of $25k to $44k. That's easily a ratio of 5-1 or at worst 3.5-1.
We have a team of Angular-only UI devs who are all pretty solid and make around 10-12 lakh (equivalent $12k-15k). That's more like a 7-1 ratio with an equivalent dev in the US.

I just spent 30 minutes walking an offshore dev through changing a password because he changed it and forgot it immediately.
This is a daily occurrance with offshore.
The Dots don't have an IQ above 85.
Those are the ones you fire. One thing I have learned is that you have to test the shit out of them before you hire them. The hit ratio on quality candidates when recruiting is pretty low.
If we fired all the ones that bad, we'd fire all of them.
