Pass policies that require 4/5ths votes to pass laws in as many states as possible. This effectively turns majority control into a spoils system, which guarantees significant infighting long-tail, and puts all the states on a path toward either imploding (because nothing gets done and no one can game state law cheaply, thus losing the ability to garner or barter influence). Obama did a similar thing at the congressional level, removing 'pork barrel' spending, thus guaranteeing infighting because congress and senators could no longer easily swap favors by supporting each-others riders on bills.
Everything passed should be designed, as much as possible, to destabilize, socially, economically, and politically, the united states government till it implodes and can no longer be used to pick winners and losers on wallstreet. Without the u.s. government, or if the u.s. government is shutdown by crippling social, economic, and political gridlock, then wallstreets cooperation in destroying america, withers on the vine.
