I believe it depends on the state, but that aside, you can gift your child a BB gun and it is completely fine. I remember shooting cans when I visited my grandfather's farm, the rules were fairly simple "don't hurt/kill any animal", basically the same when playing with a slingshot.

You start off small, you don't espect a kid aged 6-11 to be able to carry let alone handle the recoil of a real gun. That's what BB guns are for, so that they can learn the basics of gun safety.
The same way you don't expect a kid to be able to drive at <11, they are simply not physically strong enough.

The constitution gives us the right to vote, but voting age was left up to the states before the jews amended the constitution for 18 year olds. It is obvious that there should not be any federal law, but maybe age of ownership is a state's rights issue.
