By their own definition and their own sexual harassment policy, YOU were the victim of sexual harassment and instead of siding with the victim (you), they sided with the perpetrator. YOU were punished for asking the sexual harassment to stop. Sure, your request could have been phrased better, but not every victim is perfect. You should demand to be paid for the time you were suspended, the suspension stricken from your record, and a formal investigation into this woman's act of sexual harassment.
You have to approach this bullshit on their own terms and use their stupid policies against them.
