Movements > membership groups
The latter is easily targeted with legal action and constantly doxxed. The former is harder to target and more effective in moving the national conversation.
What's more, because of the aforementioned disadvantages, membership groups tend to be populated by sub-par people. Therefore, normals look at groups like Patriot Front and Proud Boys and think "oh, if you're pro-white that means you're not very smart or criminal, ok." Even if the criminal charges are frivolous ("conspiracy to riot" lel), the fact that these groups are constantly slapped with them creates an indelible perception in the mind of the normie. So I think in many cases the activities of these groups work against their stated mission.
You're right, though. It really doesn't matter what proportion of them are feds/CIs (though it would be ridiculous to claim 0%). The effects of these groups are the same either way and we should focus on that.
