The Constitution is literally a list of what the government is allowed to do. Nothing more. If it isn’t listed, it’s prohibited.
The federal government is prohibited and the decisions within said context are the states' choice.
Yeah, it's bill of rights, but it's not your rights, it's the governments rights. Specifically, the ones it doesn't have.
But in this day and age people think "shall not be infringed" means may issue is a-okay, so these seem like subtleties in perspective. Sad.
